Cheryl L. Lombard, President/CEO

Cheryl Lombard has more than 20 years experience in politics, public affairs, media and community relations, and nonprofit management. She became the President and CEO of Valley Partnership in March 2015.


Before joining Valley Partnership, Cheryl was the Government Relations Director for The Nature Conservancy in Arizona. There she received many awards and most recently served as the Co-Chair of Arizona Governor Doug Ducey’s Transition Committee on State Lands. She has previously served on Arizona Governor Jan Brewer’s Transition Team. 


Before moving to Arizona, she was a senior associate attorney with the political and election law firm of Bell, McAndrews & Hiltachk in Santa Monica, California. There she ensured that clients were in compliance with all applicable federal, state, and local election laws, rules, and regulations and drafted referenda and initiatives. Clients included then California Governor Arnold Schwarzenegger, The Walt Disney Company, and several clients with statewide and local ballot measures.

Prior to practicing law, Cheryl was the Director of Public Affairs with Davies Communications in Santa Barbara, California where she headed the Land Use/Real Estate Group and led several commercial and residential development clients successfully through the California land entitlement process.

In addition to her public affairs and nonprofit management experience, Cheryl also served on the staff of two Members of Congress.  Most recently, Congressman Howard P. “Buck” McKeon (CA) where she handled federal recovery efforts stemming from the 1994 Northridge Earthquake and led business retention efforts in the San Fernando Valley. For her work she received the 1995 Legislative Aide of the Year Award from the United Chambers of Commerce. Previously, she was on the staff for Congressman Cliff Stearns (FL) in both his District and Washington, DC offices.

She holds a Juris Doctorate from Southwestern University School of Law, a master’s degree in Public Administration from California State University, Northridge, and a bachelor’s degree from the American University in Washington, D.C. She is a member of the State Bar of California, Urban Land Institute, Arizona Department of Water Resources Director’s Advisory Group, Arizona Department of Environmental Quality Director’s Advisory Group, Colorado River Advisory Commission for Arizona, and served on the Arizona Governor’s Regulatory Review Council from 2008 to 2014. 





Carrie Martin, Vice President, Events and Membership


Carrie Martin joined Valley Partnership as the Vice President of Membership & Events in 2016. Prior to Valley Partnership, Carrie worked for the Urban Land Institute in Arizona as a Manager. Her responsibilities included planning timely events to help educate the development community and membership engagement and recruitment. 


In addition, Carrie worked at DMB Realty as a Marketing Manager where she helped plan and execute a marketing strategy for luxury communities.  Projects included Tehama in Carmel, California and Marabou in Steamboat Springs, Colorado.

Prior to DMB Realty, Carrie worked at SunCor Development Company for 10 years where she helped develop the marketing strategy for 7 master-planned communities. 

Carrie attended the University of Arizona. She enjoys traveling, cooking, hiking, volunteering and spending time with her four boys.
